What does a seller pay at closing in Delaware?

Typically the seller's share of the realty transfer tax (usually 2% when the 4% total is split evenly), any agent commission, mortgage and lien payoffs, and settlement fees, plus any credits agreed with the buyer.

Is the 4% transfer tax always split 50/50?

Do nonresidents have extra withholding?
